Rules and Regulations
Objectives
First conceived as a race to expose and encourage the sport of kayaking and running, Legs and Paddles (LNP) aims to promote mass participation in kayaking amongst the youth and students, and to promote healthy competition and good sportsmanship.
Competition
LNP 2011 will be held on 5th Jun 2011 (Sunday), 06:45 am at Bedok Reservoir (Event is held at Boat Vista area and its running route).
LNP 2011 will be governed by the Rules and Regulations as set by the organizing committee of LNP 2011. The organizing committee has complete discretion over the rules and penalties set. These rules and regulations may be modified and altered at the discretion of the organizing committee at any time. Participants are advised to check for updates and changes to the rules and regulations.

Eligibility for race
The event is open to all members affiliated to the National University of Singapore and the public.
Participants involved in the kayaking segment must possess at least a SCF 1 Star Award Personal Skill certification or equivalent to take part in the race.
Equipments
Kayaks, paddles and PFDs (personal floatation devices) used in the event will be provided by the organizers of LNP 2011. Participants are encouraged to use the equipment provided.

With the exception of institutions, participants will not be allowed to use their own equipment (kayaks or paddles) to ensure fairest of the race. The organizers will not be liable for any damages/lost of personal equipment brought by participants on the event day.
Registration
All participants must be 15 years and above on race day to participant in LNP 2011. Participants below the age of 21 must seek parental or guardian consent before submitting their race registration forms.
Participants can register for the race through the Legs and Paddles 2011 Official Website.
Baggage Deposition
Onsite registration on event day will not be entertained.
Incomplete registration forms will not be accepted.
Race category and race entry are not transferrable.
The organizers will not be responsible for any dispute arising from incomplete details given by participants during submission of their registration forms.
Completion of the registration form evidence the participant’s agreement to abide by the Rules and Regulations of LNP 2011.
Confirmation of registration would entail the receipt of the following:
- Completion of registration form, indemnity form and swimming declaration form.
- Payment of registration fees to the organizers of LNP 2011.
- Submission of scanned copy of participants’ SCF 1 Star Award Personal Skill certification or equivalent to legsandpaddles11@gmail.com!.
Participants are required to:
- Bring their SCF 1 Star Award Personal Skill certification or equivalent for verification.
- Submit their completed indemnity forms and swimming declaration forms when collecting their LNP 2011 race packs.
The organizers of LNP 2011 reserve the right to close registration before the said closing date should participation reaches its capacity before the said date. As such, interested participants are strongly encouraged to confirm their registrations as early as possible.
No alteration of entries will be allowed after the closing date.
Any participant or team who has withdrawn from one event will not be allowed to enter any other event for which they have not registered before the closing date.
The organizers reserve the right to cancel any race category due to insufficient numbers of entries in any race event category without any prior notification. Refunds of registration fees will be made to affected participants.
The organizers reserve the right to limit and refuse entries. Refund of registration fees will be made to participants whose registrations have been refused.
By registering for the events, participants are deemed to have agreed to indemnify the organizers of LNP 2011 and its affiliates against all losses, claims, demands, actions, proceedings, damages, costs or expenses, including legal fees, and any other liability arising in any way from his/her participation in the event.
Reporting for Race
Participants who fail to report 1 hour before the start of their event race shall be considered to have voluntarily withdrawn from the race.
Participants who fail to report punctually at the starting point of their race may be disqualified by the race official of LNP 2011.
Baggage Deposition
Baggage deposition will be provided for participants to deposit their bags on the event day.
Baggage that is not redeemed by 6pm will be confiscated.

Failure to abide with the Rules and Regulations of LNP 2011 may result in disqualification.
LNP 2011 race officials reserve the rights to refuse any latecomers from taking part in their race.
Participants who feel unwell in the course of the race should stop and seek immediate medical attention. Unwell participants who are kayaking should approach the safety kayakers or officials on the safety boats for assistance. Participants running can approach any road marshallers or first aiders stationed along the racing route.
Participants will be assigned race bids with numbers to wear on (pin on) their tops. The race bids must be clearly visible to race officials at all times throughout the race. Failure to do so might result in disqualification.
Participants who capsize during the kayaking leg of the race will not receive any reduction in timing due to the unfortunate event.
The organizers reserve the right to remove any participant deemed physically incapable (i.e. severe cuts or physical harm) of continuing the race.
The organizers reserve the right to impose a time penalty or disqualify any participants found to be cheating during the race.
Protest
A protest for infringement during the race must be lodged by the participant or team no later than 20 minutes after his/her completion of the race.
All protests shall be made to the timing officials, and not to any other officials.
The decision made by the organizers and timing officials is final and shall not be subjected to appeal.

Participants will only be entitled to refunds under the following conditions:
- Cancellation of category due to insufficient number of participants in a particular category.
- Refusal of a registration accompanied with registration fee.

The method of starting will be a “On Water Start”. Participants are to line their kayaks behind the start mark before the start timing as specified in the race programme. The start shall be given without reference to any absentees or latecomers.
All participants shall wait stationary behind the start mark. When satisfied that the kayaks are stationary, the starter (race official), shall say, “Ready” followed by a blast of the air horn.
The starter will declare a false start should any participant commences the race before the starting shot. The offending participant will be warned by the starter for the first offence.
For the “On Water Start”, no participant shall tackle, block, hinder or obstruct other participants using any part of their kayaks, paddles or hands. The offending participant will also be warned by the starter.
Any participant who receives a second warning of any sort from the starter will be automatically disqualified from the race.
Where the “On Water Start” is impossible or impractical owing to the lack of space or high waves or other physical constraints, the race officials reserves the right to choose to decide on an alternative starting procedure.

Kayaking Leg
Means of Propulsion
Kayaks shall be propelled solely by means of double-bladed paddles. The paddles may not be attached to the kayaks in any way.

If a paddle is broken, the participant may not be provided with a new one by a supporter. The participant is to signal to any officials or safety personnel and exchange the broken paddle for a replacement paddle.
Overtaking
When a kayak is overtaking another kayak in the race, it is the duty of the overtaking kayaker to keep clear at all times of the kayak being overtaken to avoid collision and obstruction.
On the other hand, the kayak being overtaken is not allowed to alter its course to make difficulties for the overtaking kayak.

Participants are to turn at the end of the lanes as demarcated by the buoys.
A participant will not be disqualified for touching a turning point marker. However, if in the opinion of the race officials stationed at the turning point, an advantage has been gained from there, the race official shall instruct the offending participant to turn and retake the turning point again. Alternatively, the race official might impose a time penalty for the said participant.
Any participant who is responsible for a collision or who damages any of the provided race equipment (kayak, paddle or PFD) is liable to any damage costs incurred.
Transition
Participants will be assigned a space within the transition zone to place their necessary race gear (socks, shoes, additional top etc.) for transiting between the kayaking leg and the running leg of the race.
Participants will be brought by officials to place their gear in their allotted space prior to the start of their race event. Participants are advised to place their items neatly in the centre of the allotted space to avoid misplacement. The organizers will not be held liable for any loss or damages to any items placed in the transition zone.
There will be officials guiding transiting participants to their allotted spaces for a swift transition.
Participants are advised to display their number bibs prominently at all times.

Participants are to wear proper running gear during the entire running leg. They must wear their number bids in front at all times.
No bare torso is allowed at all times.
All participants must run in the designated paths for the entire running route. Failure to do so may result in disqualification.
There will be water points stationed along the running route.
Unwell participants can seek assistance from any road marshallers or first-aid stations along the running route.

Assistance
All participants are not to receive any assistance of any kind from supporters or support crew at all times during the race. Failure to do so might result in disqualification.
The finishing line is reached when the participant crosses the finishing line on the racing track. If two or more participants reach the finishing line at the same time, they will get the same finishing time.
Team Relay Category
Start
The race will start with a 4 km kayak by a kayaking pair in a doubles kayak.
As soon as the kayaking pair completes the 4 km kayaking route, the kayaking pair will run to the starting point of the running leg. The running pair will finish the race with a 6 km run as soon as the kayaking pair hands them the race band at the running launch point.

Finish
The finishing line is reached when either both runners of the Team cross the finishing line or the slower runner of the Team crosses the finishing line on the racing track. If two or more participants reach the finishing line at the same time, they will get the same finishing time.All other regulations except for the Start and Finish as stated under the LNP Challenge are applicable.
Race Timing
All recorded time will follow the digital clock display.A participant’ race timing is calculated from the participant’s event flag-off time to the time a) the participant crosses the finishing line, or b) the last participant of the team crosses the finishing line.
Race timings will be released by the organizer after computation is completed.
All race timings released by the race officials will be final. Any protest shall adhere to the guidelines laid out under “Protest”.
Medals
Only the top three positions from each race categories will be awarded medals and prizes.
Safety
Proper footwear is to be worn at all time during the race.
Participants are allowed to wear sandals (minimum, slippers are strictly not allowed) or shoes for the kayaking leg and shoes for the running leg. Race officials reserve the right to refuse and disqualify any participants who do not comply.

- All participants must wear a PFD while kayaking.
- Safety boats and safety kayakers are positioned along the kayaking race routes. All participants must adhere to any instructions given by the safety personnel at all time.
- Kayaking may involve participants in dangerous situations. It is required of participants to display good sportsmanship and render all necessary assistance to be best of his ability upon seeing another in real danger.
- During the kayaking leg of the race, all participants must be well aware of fellow participants kayaking near them. Participants are expected to avoid collisions and to be wary of their paddles when kayaking close to other participants.
- Participants are to steer their kayaks clear of any capsized participants and their kayaks unless approaching to render assistance.
- Any form of act deemed dangerous by the organizers, officials or safety personnel.
- Participants are not allowed to swim in the water at all time during the commencement of the race.
Participants who face difficulties during the kayaking leg of the race should stop paddling and signal to safety personnel by raising their paddles or shouting for assistance. Wait patiently while the safety personnel approach.

- Participants are to slide out of their kayaks and hold on to their kayaks and paddles (if possible) while awaiting assistance.
- Victims are to hold up their paddles in an upright position and shout for help to attract attention from the safety personnel or fellow participants.
- Victims should not attempt to swim away from their kayaks as they might endanger other participants who have to avoid them.
- Be patient and wait for safety personnel to approach. Adhere to their instructions as they perform the rescue.
- Victims can resume racing after being helped into their kayaks and deemed fit to do so by safety personnel.
Participants are strongly advised to properly hydrate themselves at all times during the race. Water points will be stationed along the running route.
During the running leg of the race, participants are expected to avoid collisions with other participants and avoid performing acts that may endanger others.
By completing the registration forms, participants shall participate in this race at their own risk and agree to abide by all Rules and Regulations of LNP 2011. All participants are responsible for their own safety during the race.
The organizers will not be liable or held responsible for any injury, loss of life, accidents, damages or loss of personal equipment and belongings that may arise during the race.
Bad Weather
In the event of bad weather, the organizers reserve the right to delay the commencement of the event or cancel the event on the basis of prolonged bad weather conditions without giving any refund.
